Publication Policy

The Journal of Applied Science & Engineering Materials (JASEM) is an international, peer-reviewed, open-access scholarly journal dedicated to publishing original and scientifically rigorous research in materials science, engineering sciences, fundamental sciences, applied sciences, computational methods, and related interdisciplinary fields.

This Publication Policy establishes the general principles governing manuscript submission, editorial assessment, peer review, publication, correction, withdrawal, and preservation at JASEM.

More detailed requirements are provided on the journal’s Aims & Scope, Author Guidelines, Manuscript Evaluation Process, Publication Ethics, Open Access Policy, and Copyright Notice pages.

1. Publication Model

JASEM is published electronically as an open-access academic journal. The journal publishes scholarly work that:

  • falls within its stated Aims & Scope;
  • presents an original scientific, engineering, materials-related, computational, or technological contribution;
  • complies with the journal’s methodological and ethical requirements;
  • has not been published previously in substantially the same form;
  • is not simultaneously under consideration by another journal; and
  • successfully completes the applicable editorial and peer-review processes.

Submission of a manuscript does not guarantee that it will be sent for peer review or accepted for publication.

2. Publication Language

The official publication language of JASEM is English.

JASEM accepts and publishes manuscripts exclusively in English. Manuscripts submitted in another language are not considered for editorial evaluation. 

All parts of the submission must be prepared in English, including:

  • the title;
  • abstract;
  • keywords;
  • main text;
  • tables and figures;
  • captions;
  • declarations;
  • supplementary materials; and
  • author correspondence concerning the manuscript.

Authors may use either British or American English, provided that the selected form is applied consistently throughout the manuscript.

According to local regulations in Türkiye, every manuscript must include a Turkish translation of the title and abstract.

Authors are responsible for ensuring that their manuscripts are written in clear and academically appropriate English. The journal may request language revision when linguistic problems prevent reliable scientific evaluation or publication.

3. Citation and Reference Style

JASEM uses the Publication Manual of the American Psychological Association, Seventh Edition (APA 7) for in-text citations and reference-list entries.

References must use the APA author–date system and must be arranged alphabetically rather than numerically.

4. Manuscript Types

JASEM considers the following manuscript types:

Original Research Article

A full-length article reporting original experimental, theoretical, computational, applied, or interdisciplinary research.

Review Article

A critical and structured synthesis of a clearly defined scientific, engineering, materials-related, or technological field.

Short Communication

A concise manuscript presenting scientifically significant findings that can be supported through adequate evidence, methodology, and validation.

Technical Note

A focused manuscript describing an original method, procedure, material-processing approach, computational technique, instrument, technical development, or engineering solution.

The Editorial Board may determine whether the selected manuscript type accurately reflects the content of the submission and may request that the manuscript be reclassified where necessary.

Detailed requirements for each manuscript type are provided in the Author Guidelines.

5. Publication Frequency and Schedule

JASEM follows a regular issue-based publication model.

Publication Frequency: Biannual.

Publication Months: January and July.

The journal is committed to publishing each issue according to its publicly announced schedule. Publication dates, volumes, issue numbers, and article records are displayed in the journal archive.

The number of articles published in an issue may vary according to:

  • the number of manuscripts successfully completing peer review;
  • the scientific quality of accepted submissions;
  • the journal’s editorial capacity; and
  • the thematic composition of the issue.

JASEM does not publish manuscripts merely to fill an issue or meet a numerical publication target. Scientific quality and compliance with the journal’s policies take priority over the number of articles published.

Acceptance of a manuscript does not give authors the right to select a particular issue or publication date. The Editorial Board determines issue placement according to the journal’s publication schedule and production requirements.

6. Submission and Exclusive Consideration

Manuscripts submitted to JASEM must not be under consideration by another journal at the same time.

By submitting a manuscript, the corresponding author confirms on behalf of all authors that:

  • the manuscript is original;
  • all authors have approved the submitted version;
  • all authors have agreed to its submission to JASEM;
  • the work is not being evaluated elsewhere;
  • relevant previous dissemination has been disclosed;
  • all required permissions have been obtained;
  • authorship information is complete and accurate; and
  • the submission complies with the journal’s policies.

Authors must notify the Editorial Office immediately if they discover a significant error, ethical concern, competing submission, authorship dispute, copyright issue, or other matter that may affect the evaluation of the manuscript.

7. Originality and Prior Dissemination

JASEM considers manuscripts that present original scholarly work.

The following do not automatically prevent consideration, provided that they are disclosed transparently and comply with the journal’s requirements:

  • manuscripts previously posted on recognised preprint servers;
  • studies derived from theses or dissertations;
  • work previously presented at a scientific conference;
  • conference abstracts;
  • manuscripts substantially extending an earlier conference paper; and
  • preliminary findings previously presented in an academic setting.

Authors must identify all related outputs during submission and explain the relationship between the submitted manuscript and any previous version.

A manuscript based on a conference paper must contain a substantial scientific or technical extension. Reformatting, translating, or making minor additions to a previously published work is not sufficient to establish originality.

Duplicate publication, redundant publication, unjustified fragmentation of a study, and undisclosed republication are not permitted.

8. Initial Editorial Assessment

Every manuscript submitted to JASEM undergoes an initial editorial assessment before peer review.

The initial assessment considers:

  • relevance to the journal’s Aims & Scope;
  • suitability of the manuscript type;
  • originality and potential contribution;
  • methodological and technical adequacy;
  • compliance with the Author Guidelines;
  • completeness of the required submission files;
  • quality and clarity of scientific presentation;
  • ethical and legal compliance;
  • authorship and declaration requirements; and
  • language quality.

A manuscript may be returned for technical correction or rejected without external review when it:

  • falls outside the journal’s scope;
  • does not present a sufficient scholarly contribution;
  • lacks adequate methodological or technical information;
  • does not comply with the journal’s submission requirements;
  • contains serious language or presentation problems;
  • raises substantial ethical or integrity concerns; or
  • is otherwise unsuitable for publication in JASEM.

Editorial rejection before peer review is not an assessment that the research has no value. It indicates that the manuscript is not suitable for further evaluation by JASEM in its submitted form.

9. Ethics Committee Approval

For research requiring ethics committee approval, authors must upload an official Ethics Committee Approval document during submission. This requirement applies to studies involving surveys, interviews, focus groups, observations, experiments, human participants, animals, clinical research, retrospective studies involving personal data, and other research types requiring ethical approval.

If the study does not require ethics committee approval, authors must submit a signed declaration stating this and clearly indicate the exemption within the manuscript.

 
10. Similarity and Originality Screening

Authors are required to submit only original and scholarly work. Manuscripts must comply with academic writing standards and must not contain plagiarism, duplication, data fabrication, data falsification, salami publication, ghost authorship, gift authorship, denied authorship, copyright infringement, or undisclosed conflicts of interest.

Authors are required to conduct plagiarism/similarity screening using tools such as Turnitin or iThenticate before submission and upload the similarity report together with the manuscript. Submissions with a similarity rate exceeding 20% may be rejected. The Editorial Board may also consider the nature of the similarity, including references, direct quotations, standard methodological expressions, and properly cited sources, when making its final assessment.

Similarity reports are interpreted by editors in context. A numerical similarity score alone does not establish plagiarism and does not automatically determine whether a manuscript will be accepted or rejected.

Editors may consider:

  • the source and nature of the matching text;
  • whether the material has been cited appropriately;
  • the presence of copied or insufficiently paraphrased passages;
  • similarity in methods or standard technical expressions;
  • overlap with the authors’ previous publications;
  • duplication of data, tables, figures, or results; and
  • whether the overlap affects the originality or integrity of the manuscript.

The journal may request revision, clarification, source documentation, or an explanation from the authors. Serious or systematic overlap may result in rejection and may be handled under the journal’s Publication Ethics procedures.

Authors remain responsible for the originality and proper attribution of all submitted material.

11. Peer Review

Manuscripts that successfully complete the initial editorial assessment are evaluated through a double-blind peer-review process.

Under this model:

  • the identities of the authors are concealed from reviewers;
  • the identities of reviewers are concealed from authors;
  • manuscripts are normally evaluated by at least two independent reviewers with relevant subject expertise; and
  • reviewers provide recommendations, while the final editorial decision remains with the journal.

Reviewers assess manuscripts according to criteria including:

  • originality;
  • scientific and technical significance;
  • methodological rigour;
  • validity and reproducibility;
  • accuracy of analysis;
  • adequacy of validation;
  • relevance to the journal’s scope;
  • quality of interpretation;
  • presentation of limitations; and
  • clarity of scientific communication.

Peer-review reports are advisory. Reviewers do not accept or reject manuscripts independently.

12. Editorial Decisions

Following editorial assessment and, where applicable, external peer review, a manuscript may receive one of the following decisions:

  • Reject;
  • Major Revision;
  • Minor Revision; or
  • Accept.

A request for revision does not guarantee eventual acceptance.

Authors must respond to editorial and reviewer comments in a complete, professional, and evidence-based manner. Revised manuscripts may be returned to the original reviewers or evaluated by additional reviewers where necessary.

A manuscript is accepted only when the responsible editor is satisfied that:

  • the scientific and technical concerns have been addressed;
  • the manuscript meets the journal’s publication standards;
  • the required ethical and authorship information is complete;
  • the final files are suitable for publication; and
  • no unresolved issue prevents publication.

The Editor-in-Chief or an authorised editor makes the final decision on behalf of the journal.

The publisher, funders, sponsors, advertisers, authors, reviewers, or third parties may not override an independent editorial decision.

13. Submissions from Editors and Editorial Board Members

JASEM may consider manuscripts submitted by editors, Editorial Board members, reviewers, or individuals affiliated with the publisher, provided that the submission is handled without preferential treatment.

Where an editor or Editorial Board member is an author or has a conflict of interest:

  • that person must not participate in the evaluation or decision;
  • the manuscript must be assigned to an independent editor;
  • reviewer selection must be conducted independently;
  • the standard peer-review requirements must apply; and
  • the author must not have access to confidential editorial information concerning the submission.

The published article should include an appropriate disclosure where necessary.

Editorial position, institutional relationship, professional status, or previous collaboration does not guarantee peer review, acceptance, accelerated evaluation, or publication.

14. Special Issues and Thematic Collections

JASEM may publish special issues or thematic collections when they are consistent with the journal’s Aims & Scope and approved by the Editor-in-Chief.

Articles submitted to a special issue must meet the same scientific, ethical, and editorial standards as articles submitted to a regular issue.

Special-issue manuscripts:

  • must undergo appropriate initial editorial assessment;
  • must be evaluated by independent reviewers;
  • must not receive guaranteed acceptance;
  • must comply with the journal’s conflicts-of-interest requirements; and
  • must remain under the oversight of the Editor-in-Chief or an authorised Editorial Board member.

Guest editors may coordinate a special issue but may not independently override the journal’s publication policies or final editorial authority.

A special issue, thematic collection, or invitation to submit does not guarantee acceptance.

15. Publication Fees

JASEM does not charge authors any:

  • submission fee;
  • editorial processing fee;
  • peer-review fee;
  • article processing charge;
  • publication fee;
  • page charge;
  • colour figure charge; or
  • mandatory language-editing fee.

Submission, evaluation, and publication are free of charge.

No payment is requested in exchange for peer review, acceptance, accelerated evaluation, issue placement, or publication.

Should the journal’s fee policy change in the future, the new policy will be announced transparently on the journal website before it applies to new submissions. A subsequent change will not be applied retrospectively to manuscripts submitted under a no-fee policy.

Financial considerations do not influence editorial decisions.

16. Open Access, Licensing, and Copyright

JASEM operates according to an open-access publication model. Published articles are made available online without subscription or registration barriers.

The specific terms governing:

  • access to published content;
  • reuse and redistribution;
  • adaptation;
  • commercial or non-commercial use;
  • author copyright;
  • the journal’s publication rights;
  • self-archiving; and
  • third-party material

are provided on the journal’s Open Access Policy and Copyright Notice pages.

The licence selected for JASEM must be displayed consistently:

  • on the journal website;
  • within or alongside every published article;
  • in article metadata; and
  • in all copyright and open-access statements.

In the event of an inconsistency, the journal must correct the relevant page or article record so that its open-access, licensing, and copyright statements do not contradict one another.

17. Publication Record and Version of Record

The final published version of an article constitutes the Version of Record.

Each published article should display appropriate bibliographic and publication information, including:

  • article title;
  • author names;
  • institutional affiliations;
  • corresponding-author information;
  • ORCID iDs where provided;
  • abstract and keywords;
  • journal title;
  • volume and issue information;
  • publication year and date;
  • page range or article number;
  • received, revised, and accepted dates where applicable;
  • persistent identifier, where assigned;
  • licensing and copyright information; and
  • recommended citation.

Published articles must not be altered silently.

Any change affecting the interpretation, integrity, authorship, data, findings, or bibliographic record of an article must be made through an identifiable and transparent post-publication notice.

Minor production errors that do not affect meaning may be corrected in the online version, provided that the integrity of the publication record is maintained.

18. Corrections, Retractions, and Expressions of Concern

JASEM is responsible for maintaining an accurate and trustworthy scholarly record.

Where a significant error or integrity concern is identified after publication, the journal may publish:

  • a correction;
  • an author correction;
  • a publisher correction;
  • an expression of concern;
  • a retraction; or
  • another appropriate editorial notice.

The action taken depends on the nature, severity, and effect of the problem.

A correction may be issued when an error affects part of the article but does not invalidate its principal findings.

A retraction may be considered when the article’s findings or publication record are seriously unreliable because of matters such as:

  • major error;
  • fabrication or falsification;
  • plagiarism;
  • duplicate publication;
  • unethical research;
  • unauthorised use of data or material;
  • serious authorship misconduct;
  • compromised peer review; or
  • other substantial breaches of publication integrity.

Retraction and correction notices must:

  • be clearly identified;
  • explain the reason for the action;
  • be linked to the affected article;
  • remain permanently accessible; and
  • distinguish cases of honest error from misconduct where this can be established.

A retracted article will normally remain accessible as part of the scholarly record but will be clearly marked as retracted. It will not be removed solely to conceal an error or misconduct allegation.

Detailed procedures will be applied in accordance with the journal’s Publication Ethics principles.

19. Withdrawal of Submitted Manuscripts

Authors may request withdrawal of a manuscript by submitting a written and reasoned request to the Editorial Office.

Before peer review begins, a manuscript may normally be withdrawn upon the corresponding author’s written request.

Once peer review has begun, authors should provide a clear explanation for withdrawal, particularly where reviewer and editorial work has already been undertaken.

Withdrawal may be necessary because of:

  • a significant error in the data or analysis;
  • an ethical or legal concern;
  • an authorship dispute;
  • unauthorised submission;
  • duplicate submission;
  • copyright or permission problems; or
  • another matter affecting the integrity of the manuscript.

All authors should be informed of and agree to the withdrawal request. The journal may request written confirmation from all authors where necessary.

Submitting the manuscript to another journal before JASEM confirms its withdrawal may be treated as simultaneous submission.

A published article cannot be withdrawn as though it had never been published. Concerns relating to published articles are handled through correction, retraction, or another appropriate post-publication mechanism.

20. Appeals and Complaints

Authors may appeal an editorial decision when they believe that:

  • a material factual error affected the decision;
  • the manuscript was evaluated on the basis of a significant misunderstanding;
  • the stated editorial or peer-review process was not followed; or
  • a relevant conflict of interest was not managed appropriately.

An appeal must:

  • be submitted in writing;
  • identify the manuscript clearly;
  • explain the specific basis of the appeal;
  • provide supporting scientific or procedural information; and
  • remain professional and evidence-based.

Disagreement with the outcome alone does not constitute sufficient grounds for an appeal.

Where practicable, an appeal will be considered by an editor who was not solely responsible for the original decision. The outcome of the appeal is final unless substantial new information emerges.

Complaints concerning editorial conduct, peer review, publication ethics, discrimination, confidentiality, conflicts of interest, or journal procedures should be submitted to the journal’s official contact address.

Complaints are handled confidentially and as independently as reasonably possible. Individuals who are directly involved in a complaint should not make the final determination regarding that complaint.

21. Editorial Independence

Editorial decisions are based on:

  • scientific merit;
  • originality;
  • methodological and technical quality;
  • relevance to the journal;
  • ethical compliance; and
  • the validity and significance of the contribution.

Editorial decisions must not be influenced by:

  • the authors’ nationality, location, institutional affiliation, or professional status;
  • the commercial interests of the publisher;
  • sponsorship or funding relationships;
  • advertising;
  • personal relationships;
  • expected citation performance;
  • the author’s willingness or ability to make a payment; or
  • pressure from external parties.

The Editor-in-Chief has responsibility for the academic content of the journal and for maintaining the integrity of editorial decision-making.

22. Digital Preservation and Archiving

JASEM is committed to preserving its published scholarly content and maintaining long-term access to the journal archive.

The journal should maintain:

  • a complete online archive of published volumes and issues;
  • secure backups of article files and metadata;
  • stable article URLs;
  • persistent identifiers where available;
  • records of corrections, retractions, and other post-publication notices; and
  • participation in a recognised digital-preservation system or repository.

Authors may archive their articles in accordance with the journal’s Open Access Policy, Copyright Notice, and applicable licence.

The specific preservation service used by JASEM must be identified publicly once technical integration has been completed.

23. Policy Amendments

JASEM may revise this Publication Policy to reflect:

  • developments in scholarly publishing;
  • changes in ethical or technical standards;
  • legal and regulatory requirements;
  • improvements to the journal’s editorial procedures; or
  • changes to the journal’s publication model.

Material policy changes will be published transparently on the journal website.

The policy applicable to a manuscript is normally the policy in force at the time of submission, except where a later change is necessary to protect research integrity, comply with legal obligations, or correct an ethical problem.

24. Acceptance of the Publication Policy

Submission of a manuscript to JASEM indicates that the authors have read and accepted:

  • this Publication Policy;
  • the Author Guidelines;
  • the Manuscript Evaluation Process;
  • the Publication Ethics principles;
  • the Open Access Policy;
  • the Copyright Notice; and
  • other applicable journal requirements.

Failure to comply with these policies may result in the manuscript being returned, rejected, withdrawn, corrected, or retracted, depending on the stage of publication and the nature of the concern.
